State Legislative Priorities

2017

  • Medicaid Low Income Pool Supplement: Support efforts to mitigate the impact of the reduction in federal LIP funding.
  • Medicaid Reimbursement: Protect Medicaid general revenue funding appropriated by the 2016 Legislature including the: DRG base rate increase, pediatric outlier increase, trauma center add-on, and the replacement of the intergovernmental transfers reduced due to the Low Income Pool reduction.
  • Ensure that DRG outpatient reimbursement reflects cost of children’s healthcare services.
  • Increase children’s access to comprehensive health care including full funding for KidCare, reinstatement of the full pay options and improved outreach and enrollment efforts.
  • Genetics Centers: Increase funding and expansion of statewide pediatric genetics centers to reduce the backlog and respond to increased demand for testing and treatment.
  • Seek additional reimbursement for human donor milk and cost of milk bank.
  • Educate state legislators regarding the Congressional proposal, ACE Kids Act, that would provide states the opportunity to opt-in to a Medicaid program that utilizes children’s hospitals to enhance access and efficiency for children’s health care services for chronic medically complex children. The program would support health services and provide planning and evaluation dollars for chronic complex medical home/chronic complex initiatives.

As in previous years, all issues will be coordinated with the Safety Net Hospital Alliance and FHA. Partnerships such as the Pediatric Society, FMA and others will be utilized where appropriate, including CON, ACA Gap Coverage/Medicaid expansion.
